I. Layout of production enterprises (1) According to the situation of resources, energy, and market demand, provinces (autonomous regions and municipalities directly under the Central Government) that are major producers of phosphate fertilizers should formulate development plans for the phosphate and compound fertilizer industry, guide the orderly development of the phosphate and compound fertilizer industry in the region, and curb blindness. expansion.
(2) Ecological protection zones, scenic tourism areas, nature reserves, cultural heritage protection zones, drinking water source protection zones and national and local areas designated by the State Council, relevant state agencies and people's governments at or above the county level in provinces, autonomous regions, and municipalities directly under the Central Government. (4) Newly-built and rebuilt or expanded phosphoric acid and supporting ammonium phosphate production enterprises must comply with the overall industrial planning of provinces, autonomous regions, and municipalities directly under the Central Government and the development plan of the phosphate and compound fertilizer industry, and must meet the overall land use planning and environmental protection formulated by the state and governments at all levels. Second, the process conditions

Fourth, environmental protection
Phosphate compound fertilizer production must meet the requirements of national environmental protection. The wastewater must be closed during the normal production of the enterprise. V. Safe Production
Phosphate fertilizer production enterprises must strictly implement the production laws and regulations, and establish and improve the safety production responsibility system, and obtain safe production licenses according to law.
VI. Supervision and Management
(1) Newly-built or reconstructed phosphoric acid and associated monoammonium phosphate and diammonium phosphate plants must meet the above access conditions. Relevant departments should base this access requirement on the investment management of phosphate and compound fertilizer production projects, land supply, energy conservation assessment, environmental assessment, credit **, and product export.
(II) Before the new or reconstructed wet-process phosphoric acid and its supporting diammonium phosphate and monoammonium phosphate production facilities are completed and put into production, the provincial and above-level industrial, land, energy conservation, environmental protection, safety, quality inspection and other management departments and relevant experts The formed joint inspection team shall carry out supervision and inspection according to the access conditions. (4) The competent departments of the phosphate and compound fertilizer industry at all levels shall strengthen the supervision and inspection of the conditions for the implementation of access conditions for the diammonium phosphate and monoammonium phosphate production enterprises. Intermediary organizations and industry associations at all levels must promote national industrial policies, strengthen self-discipline in the industry, and assist the relevant government departments in the supervision and management of the industry.
(5) For new or reconstructed wet-process phosphoric acid and diammonium phosphate and monoammonium phosphate production projects that do not meet the access requirements, the energy-saving, safety and environmental protection departments shall not go through the examination and approval procedures, and the financial institutions shall not provide credit support, and the power supply department To stop electricity supply according to law. Where the local people's government orders the closure of enterprises, the administrative department for industry and commerce shall order them to cancel the registration or revoke the business license according to law.
VII. Supplementary Provisions
(1) This access condition applies to all types of diammonium phosphate and monoammonium phosphate production enterprises in the territory of the People's Republic of China.
(II) The access conditions shall be implemented as of the date of promulgation, and shall be revised in due course according to the development of the phosphorus and compound fertilizer industry and the requirements of the state's macro-control.
