By 2015, the reclaimed copper and recycled aluminum industries will form a number of large-scale enterprises with an annual output of more than 100,000 tons. The regenerative lead industry will form a group of large-scale enterprises with an annual output of over 50,000 tons. The top 10 enterprises have achieved industrial concentration of more than 50%; they have cultivated key areas that have formed a number of industrial agglomeration developments, and their production capacity has exceeded 80%. By 2015, the overall technical and equipment level of the industry will be significantly improved. According to the distribution of waste non-ferrous metal resources and processing parks in China, based on existing key enterprises, we will make overall plans to further optimize the layout of recycled non-ferrous metals industry. It will support the development of reclaimed copper in Zhejiang, Guangdong, Shandong, Tianjin and Jiangxi, and support the development of recycled aluminum in Guangdong, Zhejiang, Chongqing, Shanghai and Henan, and support the development of recycled lead in Anhui, Henan, Shandong, Jiangsu and Hubei. The "Promotion Plan" also proposes that the financial, fiscal, taxation, environmental protection, land and other policy instruments should be fully utilized to implement and improve the fiscal and taxation support policies that promote the development of the recycled non-ferrous metals industry. Formulate policies and measures to encourage the implementation of mergers and acquisitions, encourage financing support for mergers and acquisitions of eligible key enterprises, and give priority to supporting the implementation of eligible technological transformation projects for mergers and acquisitions. According to changes in industrial development, timely adjust and formulate policies and measures to promote sustainable industrial development. Formulate the “Management Measures for the Recycling and Utilization of Recycled Non-Ferrous Metalsâ€, and encourage localities to introduce rules and regulations to promote the construction of recycled non-ferrous metal recycling systems. Promote the pre-recycling system for key positions such as pre-treatment, dismantling, smelting and processing of recycled non-ferrous metal complex materials. Establish and improve the standard system for recycled non-ferrous metals, and accelerate the formulation, revision and dissemination of relevant technologies and product standards. Study and establish the evaluation index and monitoring system for the recycling of recycled non-ferrous metals.
