The “2+26” city has a total arrangement of about 200 inspection teams. The 11 cities in the plains have arranged about 90 inspection teams. The Yangtze River Delta region has arranged special operations groups to conduct irregular inspections.

Each inspection team consists of three people, mainly from the local environmental protection system and the Ministry of Ecological Environment. The inspection team will conduct detailed investigations on the rectification of the enterprises (units) in the gas-related environmental problems according to the mission plan, various list accounts, hot-spot grid information and industrial and commercial power data, and pass the daily inspections through supervision. The intensive supervision will also use the hot grid information for accurate supervision. According to reports, the hot grid is a grid of 3 km × 3 km of the “2+26” city administrative area in Beijing, Tianjin and Hebei, with a total of more than 36,000. Using satellite remote sensing technology, 3600 grids with relatively high average annual concentration of PM2.5 were selected as the hotspot grid of atmospheric pollution.

According to the staff of the Inspection Department of the Environmental Supervision Bureau of the Ministry of Ecology and Environment, the Ministry of Ecology and Environment has implemented the “Clairvoyance Plan” for the intensive supervision operation, and established the “hot grid + monitoring micro station” working method. A ground monitoring micro-station is encrypted in a hot-spot grid with relatively concentrated pollution sources to monitor pollution changes in real time. It is also possible to identify the area where the PM2.5 concentration is abnormal, and further refine the alarm range to 500 meters × 500 meters to guide the supervision and enforcement.

The Blue Sky Defence Intensive Inspection Team will be stationed in each city, county and district in the key areas, and will be stationed at the most basic and front lines.

Sometimes the counties are far apart from each other. The inspection team goes down to the place every day, and the time is wasted on the road. It is impossible to go deep into the grassroots and frontline supervision. The results are limited and more difficult to sustain."
