Article 1 This standard is based on the situation and requirements of the development of the security industry and is implemented in the form of industry self-regulation. This standard is applicable to the qualification assessment of safety technology prevention engineering design and construction companies within the territory of the People's Republic of China.
The second security engineering enterprise qualification is divided into three levels: first, second, and third. The third level is the lowest level. The qualification assessment of enterprises implements the principle of progressive promotion.
Article 3 A first-class qualification enterprise shall meet the following conditions:
(1) Having an independent legal personality, registered with the administrative department for industry and commerce in China with a registered capital of not less than RMB 5 million, or equivalent foreign currency.
(B) Two years of qualification certificates have been completed for two years. Within the last two years, 5 (including) or more first-class safety and security engineering design and construction projects that have passed the inspection, acceptance or evaluation have been undertaken. The total number of completed and completed safety and security projects contracts is 16 million yuan ( Including) above, at least one of which is not less than 3 million yuan.

Legal representatives and professional and technical personnel must have no criminal record.

(5) There is a fixed workplace that can meet the needs of the establishment of the enterprise and its business needs. The work area is not less than 300 square meters.

(7) The construction projects undertaken in the past two years have no major safety and quality responsibility accidents and have perfect after-sales service guarantee measures.
(8) Apply for social insurance for employees according to state regulations.
(9) Establish and maintain a safe production management system.
Article 4 Qualified enterprises shall meet the following conditions:
(1) Having an independent legal personality, registered with the administrative department for industry and commerce in China with a registered capital of not less than RMB 2 million, or equivalent foreign currency.
(2) Having obtained the three-level qualification certificate for two years and in the last two years, it has undertaken 5 or more (1) and (2) above-mentioned safety and security engineering design and construction projects that have passed the inspection, acceptance or evaluation, and the total number of completed and completed security project contracts is 10 million. Article 5 A third-tier qualification enterprise shall meet the following conditions:
(1) Having an independent legal personality, registered with the administrative department for industry and commerce in China, with a registered capital of RMB 500,000 or equivalent in foreign currency.
(2) In the past two years, at least one security project design and construction project with a contract value of at least 500,000 yuan (inclusive) or more, or at least four items of 300,000 yuan (inclusive) has been undertaken, and the project has passed inspection and acceptance as required by the contract.
(3) No less than 5 professional and technical personnel, and pass the unified examination organized by the China-Anglian Kaleidoscope Association and pass the examination.
No less than one engineering cost-man is required to undergo professional training of national costers and obtain corresponding qualification certificates.
Legal representatives and professional and technical personnel must have no criminal record.
