The Outline (Draft) focuses on the formulation of the “Ten Strategic Support System†for the construction of the Central Plains Economic Zone. Delegates generally agreed that the "Building the Central Plains Economic Zone Outline (Draft)" is a programmatic document for Henan to comprehensively promote the construction of the Central Plains economic zone, including the "five positionings" and "top ten strategic support systems" and other implementation measures for the Central Plains economy.
