Yang Tiesheng: From the perspective of China's development stage, China is still in the middle and late stage of industrialization development. The long-term extensive development model has led to our high emission, high pollution and high energy consumption characteristics. From the perspective of the emission of atmospheric pollutants such as sulfur dioxide, nitrogen oxides and particulate matter, industry is still the main source of emissions. I believe that the end-of-pipe treatment of atmospheric pollutants is important, but more importantly, the control of the front-end, that is, by promoting cleaner production and reducing the generation and emission of pollutants, can have a multiplier effect.
"21st Century": The second article of the "Action Plan" is to "adjust and optimize the industrial structure and promote industrial transformation and upgrading". The task of eliminating backward production capacity is very heavy, and the emission of pollutants from backward production capacity is very large. In this regard, what specific measures will the Ministry of Industry and Information Technology take?
Yang Tiesheng: Last year, we issued 19 targets for backward production capacity in the industrial sector. We announced to the public the list of 1 569 households that eliminated backward production capacity in three batches, and requested that the announced backward production line be completely dismantled by the end of 2013. According to the requirements of the Action Plan, it is necessary to complete the elimination of backward production capacity in the “Twelfth Five-Year Plan†ahead of schedule this year. This task is very arduous. To this end, we will implement the target tasks of eliminating backward production capacity in various places, announce the list, and organize the members of the coordination group to assess the completion of the elimination tasks.
In the mechanism of eliminating backward production capacity, in the past, we often judged whether the production capacity is backward production capacity by scale and equipment size. Five measures to improve clean production levels

To this end, we have organized a number of high-efficiency clean coal technologies that have great potential for promotion, good coal-saving effect, and low pollutant emissions. Pilot demonstration projects for high-efficiency coal technology for coking, coal chemical, industrial kiln and boiler cleaning in key industries and key areas, promote clean and efficient use of coal, and reduce coal use and atmospheric pollutant emissions. We decided to implement a stepped electricity price policy for electrolytic aluminum enterprises from this year.
