Article 2 The Mineral Resources Compensation Expenditure Exploration Project referred to in these Measures refers to the Mineral Resources Exploration Project (hereinafter referred to as the Exploration Project) arranged with the Central and Sichuan Province Mineral Resource Compensation Fees.
Article 3 The Sichuan Provincial Department of Land and Resources shall be responsible for the exploration project (hereinafter referred to as the project supervisor) and shall be responsible for organizing the technical demonstration and design review of the province's exploration projects, supervising and managing the implementation of the project, and reviewing and accepting the project.
The enterprises and institutions undertaking the project exploration are the units responsible for the mineral exploration project.
Article 4 According to the needs of the national economy and social development and the requirements of the National Mineral Resources Planning, Sichuan Mineral Resources Planning, and Sichuan Special Survey for Geology and Mineral Exploration, etc., in order to encourage the acceleration of national strategic mineral resources exploration, Guide foreign mining capital to explore the mineral resources risk of our province and promote the exploration of mineral resources in our province to explore breakthroughs and reserves of mineral resources, so as to provide resources for the sustainable development of our province's national economy.
The Provincial Department of Land and Resources of Sichuan Province specified the specific requirements for the annual project declaration in accordance with the annual project guidelines for exploration projects.
The project undertaking unit shall, according to the guidelines and requirements for survey project establishment, submit an application form for project approval in accordance with the arrangement of the project supervisor.
Article 5 The main contents of the project application include: establishment basis, objectives and tasks, construction plans, expected results and resource reserves, major physical workload, budget estimates, organization and management, scope of work, latitude and longitude coordinates, mineral rights setup, and exploration Qualification status of the unit and related certificates of the prospecting authority registration authority and other materials.
Article 6 The Sichuan Provincial Department of Land and Resources examines, scores, and sorts the experts of the exploration project declared by the project undertaking unit, and declares and approves the project based on the expert's review opinions and score ranking results of the project.
Article 7 The Sichuan Provincial Department of Land and Resources shall organize the project undertaker to compile the design according to the issued project exploration plan.
Article 8 The project survey and design shall be prepared in accordance with the project survey project plan and in accordance with relevant national and industry technical specifications and standards. The main contents include: geological work level, geological background and metallogenic characteristics, work deployment, working methods, physical workload, funds Budget, expected results, assurance measures and related annexes, etc.
Article 9 Sichuan Provincial Department of Land and Resources is responsible for organizing experts to review the project's survey and design in accordance with relevant standards and requirements. The outline of the design review opinion is shown in Appendix I.

Article 10 The project undertaking unit shall, in accordance with the Sichuan Province Land and Resources Department's approval of the project design and related technical standards, formulate a detailed construction plan, prepare a field work plan, carry out project construction, establish a sound internal quality control system, and ensure the quality of the work of the project.
Article 11 Sichuan Provincial Department of Land and Resources establishes a technical quality supervision system for surveying projects and organizes experts to supervise the progress of project surveys, the availability and use of funds, the implementation of technical specifications and project quality, especially the quality of field work, according to design requirements. Check and submit supervision and inspection report. The outline of the supervision and inspection report and the check scores are shown in Appendix 2.
Article 12 The Sichuan Provincial Department of Land and Resources, together with the Provincial Department of Finance, carries out special inspections or random inspections of the implementation of projects and the use of funds. The funds for the interception, misappropriation, and project expenditure shall be dealt with strictly according to the provisions of relevant laws and regulations. The project undertaking unit consciously accepts supervision and inspection.
Article 13 The project undertaking unit shall compile the quarterly report, semi-annual report and annual geological report of the exploration project to the Sichuan Provincial Department of Land and Resources.
Article 14 The Sichuan Provincial Department of Land and Resources implements a phase assessment system for the intermediate achievements (or annual results) of project exploration. At the end of the annual field work, the project undertaking unit shall submit an intermediate achievement report of the exploration project to the Sichuan Provincial Department of Land and Resources, and the Sichuan Provincial Department of Land and Resources shall organize experts to evaluate the intermediate achievements of the exploration project and carry out acceptance evaluation of the project. See Annex III.
If the exploration project needs to be continued, the project's intermediate results report and the renewal application feasibility report shall be evaluated by the experts at the same time. If the renewal conditions are met, the Sichuan Provincial Department of Land and Resources shall apply for the project.
Article 15 The exploration project shall be completed as planned or terminated due to the phase evaluation. The project undertaking entity must compile the geological report of the results of the exploration project in accordance with relevant requirements. According to the DZ/T0033-2002 “Regulations for Compilation of Solid Mineral Prospecting/Mining Closed Pit Geological Reports†issued by the Ministry of Land and Resources of the People's Republic of China, an investigation report was prepared. At the end of each exploration phase, a corresponding geological exploration report should be prepared. However, intermediate reports are not prepared for continuous work at the phase. If the project terminates and the geological exploration work is stopped, the geological survey report shall be prepared on the basis of the obtained data.
The project undertaking unit shall, in accordance with the assessment method for the price of exploration right, carry out the investment benefit evaluation of the exploration project on the geological report of the survey project results.
Article 16 The Sichuan Provincial Department of Land and Resources organizes experts to review the results of the exploration project report and the project investment benefit evaluation report, and to score the quality report of the results report, see Annex IV.
The project undertaking unit shall, in accordance with the review opinions of the Sichuan Provincial Department of Land and Resources, revise, report and exchange the project results geological report and investment benefit evaluation report within the stipulated time.
The resource reserves submitted by the exploration project shall be reviewed, filed, and registered in accordance with relevant regulations.
The final results report or conclusion summary and investment benefit evaluation report was reported to the Ministry of Land and Resources by the Sichuan Provincial Department of Land and Resources.
Article 17 The expenses of the project funds shall be strictly implemented in accordance with the project budget contents and the relevant provisions of the financial system, and shall be accounted for in accordance with the provisions of the "Financial System of Geological Exploration Units" and the relevant accounting regulations. After the completion of the project, the project should be completed and settled, and important projects should be audited as required.
Article 18 The information provided by the project undertaker on the results of the exploration project shall be submitted to the competent department of the project and the competent authority, in addition to the exchange of information in accordance with relevant state regulations. The data reported should be accompanied by digital optical (magnetic) disk media information.
Article 19 These Rules shall be implemented as of the date of promulgation.
Article 20 The Detailed Rules shall be interpreted by the Sichuan Provincial Department of Land and Resources.
