The municipal department of urban and rural planning is responsible for organizing the preparation of the special planning for parking lots, as well as the review and supervision of the construction plans for public parking lots and special parking lots. The administrative departments of city construction, industry and commerce administration, price, urban management, and transportation shall coordinate the implementation of these Measures within their respective scope of duties.

Encourage new buildings to exceed parking lot standards

Newly-built public buildings, residential residential areas, commercial streets (districts) and large (medium) buildings shall be equipped with parking lots in accordance with the set standards and design specifications of parking lots. Private parking and residential parking are open to the public

Encourage the unit's dedicated parking lot to be open to the public on holidays or at night. If the unit parking lot is open to the public, the price can be adjusted by the market.

If the parking lot planned and constructed by the residential area is owned by the construction unit, the construction unit shall determine the management mode according to law; if the ownership is owned by the owner, the owner shall jointly determine the management mode.

If a residential car park provides paid services to the public, the charge standard shall be determined by the municipal price authority and a uniform parking ticket shall be used.
